Question/Problem of the day "Systems Management control panel applet won't run"

I installed sms client to a custom directory on D:\SMSClient.  When I try to launch the System Management control panel applet I get an error.  "An exception occurred while trying to run "C:\windows\system32\shell32.dll,Control_RunDLL"D:\smsclient\smscfgrc.cpl",Systems Management."  The server is Windows 2003 web edition with all related hotfixes.  When I look in the ccmsetup logs the client reports it installed successfully.   The folder permissions are
administrators/System full control, authenticated users read/read execute.  Any ideas?
